Repeated wrong choices justify an automatic chooser
Directly selecting `client-review-follow-up` or `payment-reminder` takes only seconds, and an automatic chooser becomes useful only after mixed requests repeatedly pick the wrong . Until that happens, the chooser is machinery without a problem.
If the day comes, test the chooser on three cases: review-call notes, an overdue invoice, and an unclear request. The first two should select the matching skill, and the unclear one should produce a single clarifying question rather than a guess.
